Ohio Department of Taxation Improves Collection Processes and Achieves Enterprisewide Visibility with Oracle Public Sector Revenue Management

Ohio Department of Taxation Improves Collection Processes and Achieves Enterprisewide Visibility with Oracle Public Sector Revenue Management

Redwood Shores, Calif. – September 16, 2014

News Summary

The Ohio Department of Taxation needed to replace its proprietary tax administration system with an integrated solution that would increase efficiencies, allow the agency to adapt quickly to changing tax policies, and reduce complexity and cost. The department implemented Oracle Public Sector Revenue Management to deliver a consolidated taxpayer view across revenue sources, improving collections and taxpayer service. The Oracle solution—powered by Oracle Policy Automation enables the department to reduce administrative costs while decreasing its revenue gap via a modern, secure enterprise application and technology architecture.

News Facts

The Ohio Department of Taxation, which collects and administers most Ohio state taxes and several local taxes, implemented Oracle Public Sector Revenue Management to optimize its revenue collection process and allow the department to quickly respond to tax law and regulatory changes.
Working with Oracle and HP, the department deployed Oracle Public Sector Revenue Management for its sales tax, use tax, employer withholding, natural gas, replacement tire, and school district withholding tax types, which includes converting more than 30 million obligations, forms, adjustments, and financial transactions across more than 1.3 million accounts. The implementation will enable the department to retire its legacy mainframe integrated tax administration system (ITAS) application and move forward with a modern technology architecture that offers an improved user interface, enhanced functionality and increased efficiency with no more COBOL for IT staff to maintain.
With Oracle Public Sector Revenue Management, the Ohio Department of Taxation will consolidate more than 23 legacy tax types from various systems into one to centralized tax management system across all major business functions including registration, forms, payments, accounting, collections and case management. The new enterprisewide taxpayer view will enable the department to improve operations and increase revenue through more efficient collections processes.
Powered by Oracle Policy Automation’s rules engine, the department’s new tax solution enables business users to manage and maintain 18 different rule bases (which consist of a multitude of business rules) directly from tax legislation.
The Ohio Department of Taxation plans to use Oracle Public Sector Revenue Management to support several other tax types as well, including severance, horse racing, casino, alcohol beverages, kilowatt, individual income, and motor fuels, among others.

Supporting Quotes

“We are very pleased with the selection of Oracle Public Sector Revenue Management, which enabled us to move away from a legacy proprietary system toward an enterprise-ready solution that facilitates content sharing across tax types and business functions. The service-oriented architecture–based off-the-shelf software solution enables us to integrate with third party systems more easily for enhanced inter- and intragovernment collaboration, improve technology choice, and reduce total cost of ownership,” said Mark Walker, chief information officer, Ohio Department of Taxation.
“The Ohio Department of Taxation needed a solution that could meet the demand for increased efficiency and effectiveness today, as well as adapt to tomorrow’s inevitable policy changes. Oracle Public Sector Revenue Management is a powerful and flexible solution that helps the department improve collections and constituent services and simplify complex policy issue management,” said Mark Johnson, senior vice president, Oracle Public Sector.
“Our successful implementation of this integrated solution is a huge accomplishment for the Ohio Department of Taxation, HP, and Oracle,” said David Montgomery, delivery executive, HP State and Local Government. “The ease with which the teams worked together in using the out-the-box framework and configuring the product to meet Ohio Revised Code was smoother than expected. As prime systems integrator, the HP team’s leverage of agile delivery processes and the ease of integrating the Oracle product with other third party products were critical factors in making this successful.”

Oracle Utilities Work and Asset Management 1.9.1.2 Helps Utilities Improve Work Planning and Asset Maintenance Assessment Processes

Redwood Shores, Calif. – September 9, 2014

News Summary

Oracle announced the availability of Oracle Utilities Work and Asset Management 1.9.1.2, with new enhancements to help electric, gas, and water utilities achieve greater operational efficiency through streamlined work planning processes and improved enterprise asset management and reliability. The latest release provides utilities with increased visibility into work planning information and enables them to become proactive in tracking, evaluating, and replacing assets to increase enterprise reliability.

News Facts

Oracle announced the availability of Oracle Utilities Work and Asset Management 1.9.1.2, with more than 40 feature enhancements to help utilities improve work planning processes, enterprise asset management (EAM), and assessment capabilities.
Oracle Utilities Work and Asset Management 1.9.1.2 enables utilities to streamline their work planning processes to support a continuous cycle of improvement for job plans to mitigate job delays and wasted time, which has a direct correlation to increased wrench time and asset reliability.
Enhancements within the Oracle Utilities Work and Asset Management failure mode and effects analysis tool include both preventive maintenance plans and corrective action work templates, allowing utilities to identify what failures their preventive maintenance program is attempting to mitigate as well as to identify the corrective action to take when a specific type of failure occurs. Additionally, the Oracle tool allows users to associate failures to specific components within an asset to ensure utilities can document and develop more comprehensive maintenance strategies.
Oracle Utilities Work and Asset Management 1.9.1.2 also offers enhanced asset condition assessment functionality to better support capital planning. Utilities can now automatically calculate a total asset condition score based on multiple and varied inspection assessments to give a more accurate picture of an asset’s health and life expectancy (for example, calculating how much more quickly an asset will fail in a highly corrosive environment). In addition, utilities can automatically derive a “Confidence Rating” based on the age of the condition assessments performed within the system. These new features combine to help utilities better track, evaluate, and make informed asset-repair or -replace decisions.

Supporting Quotes

“Oracle worked closely with Veolia to develop enhancements that ensure Oracle Utilities Work and Asset Management 1.9.1.2 supports best business practices for maintenance planning and scheduling. The new update contains significant enhancements that support a structured cycle of improvement for job plans, including the ability to locate work order templates associated to like assets based on shared bill-of-material records, and the ability to link both preventive maintenance plans and corrective action work templates to equipment class and type failure modes,” said Robert Dannenberg, manager, EAM Application Services, Veolia Water.

The new Oracle Utilities Work and Asset Management features automate the process of adding hundreds of assets to the same work order task, which reduces the time we spend on routine activities so our planners can concentrate on planning critical work,” said Lesley Wilson, senior business analyst, Information Technology Services Division, Seattle City Light.
“The Oracle team is doing great things with its Oracle Utilities Work and Asset Management system. The more I see planning as all about continually improving work plans, I see Oracle continually improving Oracle Utilities Work and Asset Management to allow that to happen. “Today’s electric, gas, and water utilities are recognizing the need to approach work planning and asset management with end-to-end visibility and control. Oracle Utilities Work and Asset Management 1.9.1.2 helps utilities meet those objectives by enabling them to simplify the work planning process, improve job scheduling, and enhance both short-term and long-term asset maintenance decisions. Further, it helps improve employee productivity and reduce costs. Ultimately, the latest release enables utilities to improve service through work planning and asset optimization,” said Rodger Smith, senior vice president and general manager, Oracle Utilities.
